    James Kimbrell

    Communication, IT, and Digital Solutions Director

    James Kimbrell has been the Communication, IT, and Digital Solutions Director for the City of Hardeeville since October 2021. He has over 20 years of experience in the IT field with various industry verticals. James is adept at communicating with both technical and non-technical audiences and has a long-term goal of having the City of Hardeeville listed as one of the top 50 digital cities in the United States for municipalities of similar size.


  2. Juan Singleton

    Media Coordination Manager

    Juan Singleton joined the City of Hardeeville in 2009. He is a native of Beaufort, South Carolina, and has more than 25 years of broadcast experience. He is a graduate of St. Augustine's College in Raleigh, North Carolina, where he earned degrees in communications and political science. A former news director in radio and television, he loves the communications world. Work and studies have taken Juan on stints in Washington, D.C.; Atlanta, Georgia; Raleigh, North Carolina; Huntsville, Alabama; Beaufort, South Carolina; and now Hardeeville. In his spare time, he stays active in several organizations around the Low Country community.

    Elizabeth Andarge

    Digital Communication Coordinator

    Elizabeth Andarge is responsible for the day-to-day maintenance of the City’s website as well as posting and monitoring Hardeeville's social media pages. She also handles still photography and editing along with some video recording for the City.

    Hunter Barras

    Information Technology Coordinator

    Hunter Barras joined the city in July 2022. He has over seven years of experience in the IT industry, applying hardware and software design, installation, administration, and configuration. In his role as Information Technology Coordinator, he supports the users of the city by ensuring the city’s technological needs are met in a timely, secure, and reliable manner.


  5. Jessica Battista

    Jessica Battista

    Digital Content Coordinator

    Jessica is originally from Staten Island, New York, but moved down to Bluffton, South Carolina, when she was 13. Jessica went to Bluffton High School and graduated in 2015. After high school, Jessica went to Winthrop University, where she graduated with a bachelors in mass communications with a concentration in broadcast journalism. After college, she worked as a reporter in Colorado and Savannah and at the Salvation Army as a special events coordinator. Jessica loves the Lowcountry and enjoys going to the beach and hiking nature trails.
