John Carroll was born in Jasper County and raised in Hardeeville. His father, Dr. T. B. Carroll, was the town's doctor for over 40 years, and his mother was a registered nurse.
John graduated from Georgia Southern University with a Bachelors of Science degree in Criminal Justice. He worked in law enforcement for eight years before returning to school to earn his teaching credentials and Masters Degree in Curriculum and Instruction. He taught at West Hardeeville School for 14 years.
He was appointed part-time municipal judge for the City of Hardeeville in 1988 and served in that capacity until becoming the full-time judge in 2006. He retired in 2014 after serving as Municipal Judge for 26 years. He is proud of the fact that both his father and grandfather (Ernest Moorer) were mayors for the City.
He has been married to his wife, Sherry, for 36 years, and they have two children. Sherry served as a councilwoman for the City from 2010 through 2014. His son, Blake, lives in Hardeeville with his wife, Karen, and their two children. His daughter, Megan, married Eric Horton and they reside in the Ridgeland area. His son is a biologist for Fuji Vegetable Oil, and his daughter is a teacher at Okatie Elementary School.
