The City annexed the parcel in June. Sembler director of construction, predicted an official groundbreaking by mid- or late summer 2009 and the first major opening, depending on the tenant, in March 2011. Earlier projections presented to the officials for the proposed 1.6 million square feet of commercial and retail space included a minimum 1,000 jobs and $250 million in investments.
